Icon Water Alliance

The ICON Water Alliance was the second stage in a ten-year program of works. The program of works included numerous projects all upgrades based on the Lower Molonglo Water Quality Control Centre (LMWQCC) site. This program of upgrades on ageing infrastructure along the entire process train from inlet to outlet incorporates design, procurement, construction, commissioning and process proving of multiple projects.

The second stage of the program had a total value of $150M.

ICON Water and Downer Utilities partnered to deliver the ICON Water Alliance. Downer engaged Tallai Project Group with the responsibility to provide TOC Management, Design Coordination, TOC Estimating, TOC and Delivery Procurement Management, Constructability Reviews and Risk Analysis.

Tallai Project Group has successfully completed 15 project TOCs within a three-year period ranging from $1.7M to $42M.

A key focus was looking at the synergies between the individual projects and forming program-wide procurement agreements to ensure competitive tension was maintained from the supply chain, as well as assurance of performance and delivery.

This was enhanced when Tallai Project Group was given the role to act as Procurement Manager for the delivery of the early projects ensuring that synergies and relationships built into the TOC process were enhanced during delivery, which led to more competitive and accurate estimates in subsequent TOCs.

 

Key achievements and outcomes instigated by Tallai Project Group:

  • All TOCs completed on time and within budget
  • Ensured Estimator and Procurement requirements on TOC design deliverables were set from day one and tracked weekly.
  • Established program procurement panels, especially for Motor Control Centres and electrical installation due to importance of the interfacing between all the work packages
  • Robust process set up to integrate inputs from O&M early, especially around equipment selection and TOTEX
  • Agreed program deals with the supply chain for instruments/valves/pipework/FRP
  • Set up benchmarking data to enable early cost plans to be produced and tracked
  • Continued to improve bespoke tools to enhance both the delivery and estimating across the Program and projects, these included continuous improvement, benchmarking, procurement and tracking estimate processes

Major projects within the upgrade included:

  • Installation of mechanical works
  • Solids handling upgrade delivered as 4 TOCs (screens/grit, sludge holding tank, centrifuge replacement, furnace upgrade) - $55M
  • Tertiary Filter Upgrade - $42M
  • Blower Aeration Upgrade - $15M
  • Bypass Dam Stabilisation - $6M
  • Building refurbishment works - $15M
  • Liquid Waste Facility - $7M
  • Electrical and instrumentation site wide upgrades - $10M
